The Unified Report on women's basketball in Barcelona and Catalonia is the document that CB Grup Barna formally presented to the Conselleria d'Esports of Barcelona City Council in February 2026. It synthesises two years of research, samples from 17 Barcelona clubs, federation data and a proposal for a municipal action plan for 2026-2030.
It is the first report of this kind produced by a grassroots club, without the mediation of a consultancy or an external academic group. A neighbourhood entity exercising civic responsibility over a structural problem.
What the report documents.
Barcelona, with 1.6 million inhabitants and 134 women's youth teams, has a base-to-elite conversion rate of 0.75%. La Seu d'Urgell, with 12,000 inhabitants, reaches 12.5%. The largest city has the lowest conversion.
A sample of 17 Barcelona clubs analysed: 100% of presidents are men. Male-led boards reproduce their own environment and make decisions that perpetuate the historical distribution of resources, even though women's sections often compete in higher categories than the men's with 30-60% less investment.
The missing link · the hostile schedule · the empty bench · the forced exodus · the access paradox. Five systemic patterns that push female talent out without anyone ever making an explicit decision to exclude. Expulsion is a by-product of the design.
Five pillars to reverse the anomaly.
The report proposes a municipal investment of between €1.5 and €2.6 million per year, structured around five pillars:
- 01Priority infrastructure. Reserve 30% of 18:00-21:00 time slots in key venues for competitive senior women's teams.
- 02Competition-oriented funding. A Competitive Municipal Fund with conditional grants (e.g. €80,000 per LF2 team) to facilitate the leap to national level.
- 03Technical development and retention. A Municipal School for Women's U14-U18 Technical Development and social scholarships.
- 04Visibility and role models. Regular streaming (a minimum of 4 games/month) and 3x3 circuits in public spaces.
- 05Coach training. A scholarship programme to cover 100% of the cost of official coaching qualifications for women.
The investment is not a cost: it is the correction of a deficit accumulated over decades.
